One of the vampires Maryam found attacked half a dozen people- no fatalities, but she refused to turn him in to the authorities. I told her to either do so, or let me bind him so there wouldn't be any more incidents.

What evidence is there to support your side of the story? Any recordings to corroborate your claim?

I have police records of reports of the attacks. And Maryam lying about the binding, or mistaken. It was identical to the binding on Tobias, except it allowed him to feed on natves. He would have been able to fight back against Demidov, though it apparently didn't do him much good.

Not really. I'd just like to emphasize that if the native police are apparently incapable of dealing with native vampires, it logically falls under RISE's jurisdiction. We've already dealt with other native but imPort-related things that the locals couldn't.
