So! Sabriel is a necromancer, as well as something of a magical generalist.
So this means that she can sense and control the undead- she can also raise them, but since she's an Abhorsen, she'd really prefer to use her powers to make them really, really dead. She will eventually get over this, but be prepared to have Sabriel Not Like your character at first, no matter how nice they are, if they're undead.
Sabriel's second thing is her more general magic, called Charter Magic! it can do pretty much all of your standard magical things- healing, offensive applications, wards, bindings, enchanting items-but that's not all- it's passed on by baptism, not birth- so other characters can potentially learn how to use it! Of course, for balances sake, they won't be able to learn more than five spells and must have an open power slot- and must post to the power update request page. Charter Magic can do a lot of things, but it does have limits. (The major ones are No Shapeshifting (Possible in canon, but Sabriel doesn't have access to that knowledge) No Teleporting and No Flight.) Also, it doesn't mix well with technology, so trying to use it to enchant guns or computers will just break them.

Character(s) name Magnus Chase
Is your character undead/a ghost/some kind of spirit? If so, can Sabriel sense this? Can she try to control them?
1) Magnus is dead, and has died many, many times since his original "death"! In his canon, he is an eiherjari, or undead warrior of Odin. He is reanimated -- constantly, in Valhalla -- through Odin's will, for eternity, making him an immortal zombie teen. His "zombie" magic includes being extra strong/fast/durable, but frankly he rarely uses any of that shit. He's also a demigod of Frey, and his abilities have to do with the sun/healing/natural life, so he'd be kind of a weird paradox to a magic sensing person.

3) She can definitely try to control him, but she probably won't have any cause to. He's a sunshine boy.
Is it all right for Sabriel to use magic on your character? Yeah!
If your character has magical abilities, is it all right for Sabriel to sense when they're using them? Sure. Magnus has healing/nature/sunshine powers, and they're very conspicuous when he uses them.
If your character has at least one empty power slot and isn't undead, would you be interested in Sabriel teaching them magic? No slots left :(
Is your character a robot/cyborg/technopath prone to carrying around technology? Nawp
If so, is it okay for Sabriel's magic to temporarily mess them/their stuff up? n/a
